The TSA has a whole list of rules about what you can and can’t put into your carry-on luggage to bring through the airport security checkpoint.
So it’s natural to think that the TSA also regulates the size of carry-on bags.
But they don’t.
Because it’s not their job.
The Transportation Security Administration are not responsible for checking the size of your carry-on bag.
The only bag that the TSA monitors for size is the quart-size toiletries bag.
When the TSA screen baggage they are looking for weapons and explosives. It’s their job to protect the public against security threats.
The size of carry-on bags is not a threat to public safety and so there is no such thing as “TSA approved” carry on size.
Who Does Regulate Carry On Size Limits?
Carry-on size limits are not standardized in any way. Instead each airline sets their own carry-on size limit.
The only industry-wide limit is that the Federal Aviation Administration (FAA) requires all hand luggage to either fit in the overhead bin or under the seat.
The plane isn’t allowed to take off until a crew member has indicated that all luggage is properly stored.
So the size of the overhead bins creates a limit on the maximum carry-on luggage size.
Some airlines like Southwest allow large bags 24 x 16 x 10 inches.
The most common size limit in the U.S. is 22 x 14 x 9 inches. Alaska, American Airlines, Delta, Hawaiian, JetBlue, and United all use 22 x 14 x 9 inches carry-on luggage size restrictions.
And some low-cost airlines don’t even allow a carry-on bag at all but only permit an under-seat personal item. Personal item size is not standardized either and varies depending on the airline you are flying with.
Adherence to these carry-on size limits is enforced by the airline staff, not the TSA. This usually takes place at the boarding gate. If your carry-on bag is suspected to be oversize the airline gate agent might ask you to check the size of your carry-on bag by placing it in the sizer frame.
If your bag doesn’t fit them you will be made to check your bag and this often involves paying a checked baggage fee.
While there is no standard size limit many of the airlines in the United States have adopted the same size limit. 22 x 14 x 9 inches is becoming something of a defacto standard carry-on size limit but the TSA has nothing to do with it.
Internationally there are quite a lot of different carry-on luggage size limits. You also need to watch out for weight limits.
